I got a copy of the early design options, and got a friend to translate the labels for me[^]. One option is the bridge (in red), and the other is a tunnel (in green).

I have to agree with one of the comments. Here we'd have pissed the money away on commissions and enquiries and evaluations while trying to decide whether to build it or not.
