It was a joke told to a bunch of his sf author friends and a direct reference to something that does happen in his future timeline. He wasn't "advising" anyone. The context, unreported by your source, is that he was part of a group invited by the Department of Defense to come up with "unthinkable scenarios." (Look up brainstorming.) and said something to make the rest of the group laugh.

Why get excited over a Wikipedia article? His words may heve been misquoted or taken out of context, it doesn't seem like a big deal.

A fallacy should never be left unchallenged because that way it gets repeated. You posted something wrong, possibly through misunderstanding, possibly because your source misunderstood, I have no need or desire to check. Oakman attempted to put you straight. You continued to get it wrong. Oakman made another attempt to put you straight. I really cannot understand why you object to being corrected so much.
