Quick Answer

Hello, i have a doubt, there is one question asked in QA, and i have complete code for it so how can i give it to him/her.
You can just paste the code in PRE blocks in the answer. If that doesn't work for whatever reasons, there are websites that allow you to share code snippets. If you have a bunch of files in a solution that you need to share, there are websites that will allow you to upload zip files for others to download. I also just came across a website that allows you to upload files and it will zip them and host them for you. Perhaps others have recommendations for their favorite sharing website.

Yes, but then you'd have to make it an actual article, which could take time (you have to write it then get it approved) and would be a lot of work just to give somebody some code. That being said, if you have some code that you think is worthy of an article, go right ahead and write one! Keep in mind that tips/tricks don't currently support attached files (at least, not the last time I checked), so you'd have to make an article.
