Used to use Ontime in a previous job, it's pretty good at what it does, and is nice in that you can optionally expose it to the web, and let customers log bugs too. I found that you do need to take some time to play and investigate it so you can set it up correctly for your circumstance - but their on-line conference training was good to help with that too,.
