So far as I am aware (and I could be completely wrong on this) that should be a function of the Browser, not the OS.

What site? They had better include all web proxies and all lists of raw or SOCKS proxies, otherwise your block isn't block but just a small speed bump. You can put them in the hosts file, redirected to wherever you like, such as a nice page telling them that "this incident will be reported". Wouldn't work if they know the IP address, but no one does.

control panel > internet options> security tab> click on restricted sites, then the button "sites" add them there.

You can do it in the Firewall, but I also have a Chrome extension that blocks sites: Siteblock[^]

I believe you have to ban them with a firewall (software or hardware - your choice).

If you do a search on browser parental control you will find instructions on how to do this sort of thing for most of the popular browsers.

possibly, haven't actually tried it as I don't feel the need to ban anything on my pc, and my work network I use a firewall to block sites. I just knew it was there.... :-D

Require all of your HTTP/HTTPS traffic to pass through a proxy server, and configure filtering at that proxy server.
