          So, as I see it, all India needs to do to control its population is issue drivers licenses.

                mmm I spent two time two weeks in India and what I see here really is nothing new and certainly not the worst I've seen. For one I was missing the cows that gently stroll on the highway where five cars / trucks share a three lane road, motor cycles are squizing in between. Note that it was not entirely required to all drive in the same direction. Other things i found "amusing" was that you could easily change a tire of a truck on the middle of the highway. I don't know how they manage to not kill more people in traffic.

                  That would be right, take a trucker from one of the most isolated/quietest places on the planet (and probably flat) and drop him onto a Himalayan "highway" what sort of reaction would you expect to get. I've been on that road as a passenger, driving it just would not happen!
