I think Vermont is considered the most gun friendly state. Don't know if it changed since, but at one time a VT driver's license was all you needed to purchase a gun.

Everyone has to fill out the background check form, but AZ is a constitutional carry state, meaning you don't need a license to carry openly OR concealed. If you can legally own a gun (pass the FBI background check), you can carry it - anytime.

No FBI NICS, only a state background check. Only requirement listed there is Record of sale. There is a disclaimer though: Caution: This summary is meant for general purposes only. I't can't be as bad as some wine we bought in Bangkok - every bottle in the case was identical, but the contents varied from drinkable white through to paintstripper via gawd-knows-what-it-is-but-I'm-not-drinking-that.
