How did they not notice?

How could they have not noticed what was happening? Repeatedly?
Failure is not an option; it's the default selection.

My guess is that when cornered the politicians in charge will claim the park service is underfunded. Any time government fails it's because it don't have enough money. Incompetence, laziness, or apathy of govenment employees is NEVER the problem.
Its not about failing governments or politicians placing blame. Cutting through 2.5 meters of Cedar takes a long time and makes a lot of noise and requires heavy saws. Not to mention carrying away the 1000s of kilos requiring big trucks and a lot of time to haul all the wood out of the forest. No one noticed any of this activity? Even after first discovering the tree vandalized the forest rangers didn't think to monitor the area?

Bribery. You have not been scorned like the people of my city and state enough to see an inside job, or in this case, outdoor job.

In 1964, a graduate student cut down one of the oldest trees in the world for "research purposes."

Research is different. As long as it was for a good cause I'm sure he was justified. :-D

<theory type='conspiracy' > Absolutely, the rangers would have been best positioned to cut it down, haul it off, and sell it then say it was poachers and they need more funding -- you need to see who benefits, who has motive, opportunity, and ability. </theory>

Kind of like killing all the fish in a lake so you can count them.

Have you been in a forest? Have you been in a "remote" park? Have you ever attempted to survey 64 square miles (the size of that park)? As for the equipment given that access to the park is via private logging roads so why anyone would think it is difficult to do this task is beyond me. Moreover the park is full of big/old trees. I doubt it would ever be economically feasible for rangers to check every single one, often enough to preclude destroying one.
