Wireframe/character animation

I'm working on a project that is an educational game. For one "scene" the client is interested in having one of the characters animated; that is, jump around a bit in a believable way. It's no problem to tear apart the character's graphics so that the joints are independent, but can anyone recommend some software that is cheap (say, under $250, free is good, FOSS better) and has a fairly easy learning curve and maybe some built-in templates for human-like animation? I'm talking 2-D here.

There was a similar thread a while back; I think Pete and some others all agreed on a single tool, but I can't remember what it was.

Just watched the demos. HOLY F*CK THAT IS SO COOL. If I was 30 years younger I could be building Pixar-esque shorts instead of typing

If you're looking for free, try Synfig.org Not amazingly flash but a lot cheaper than ToonBoom. If you can afford ToonBoom though, it's the full pro package.
