Hi, I want to form a programming group whose area are both Windows and Web apps developing. Which kind of and what rules I should adjust for my group as a leader? :)

None. Laying out rules is not your task. The coding-convention as described and documented by Microsoft can be used, and you might wanna have a list of "best practices" - but rules ain't gonna help a bit.

Assuming you already know your goals for the group... Get your basic standards for code development and testing down. Then focus on your processes: code management, build, etc. "Surprises and reverses can serve as an incentive for great accomplishment. There are no rules here, we're just trying to accomplish something." -Thomas Edison

Here are a few extremely important but often overlooked rules you should consider enforcing: 1) No loud music unless you have head phones on and I can't hear it. 2) If you drink the last cup of coffee, you are responsible for making a new pot. 3) If you need to fart, go outside. And don't brag about it. 4) All developers must take a bath or shower each day.

I was told that I could listen to the radio at a reasonable volume from nine to eleven, I told Bill that if Sandra is going to listen to her headphones while she's filing then I should be able to listen to the radio while I'm collating so I don't see why I should have to turn down the radio because I enjoy listening at a reasonable volume from nine to eleven.

Whether they do it together or separately doesn't concern me. That it gets done is of overarching importance!
