Please help me to find this movie

In that movie, there're two girls. Both're teen. One girl is nice, poor one. And another one is bad, rich one. That rich girl always made fun on poor girl(Sometime teased.). At a party scene(I think so), that rich girl(her friends also part of this) did cut poor girl's skirt-backside using scissor(secretly - without letting her know)*. I saw this movie when I was 7-8 years old. I don't remember anything except above details. Don't remember cast members, it's a color movie. I think it may be 80/90s movie. Please help me. Thank you. * I cried little bit at that time.

You obviously haven't seen the movie. She cuts the back of the other girl's dress off but the girl still has undergarments on. There isn't any nudity or anything. It's family oriented Disney movie. Quite cheesy actually.
