I hope you were joking there. From the article, it seems to me that the bill would have as much to do with ensuring people's 'right to live with dignity' as it has to do with toilets. In any case i read it as making people responsible for cleaning up their own sh*t, so to speak. :) The link points to a valid news site and the article seems like valid news, I don't see what's wrong with posting it here (although maybe it would have been better placed in GIT considering the content is largely India-centric).
