Having lots of Confusing about Oracle

I am asp.net developer and i use always sql server. But Today my friend discuss about oracle with me. I realy shocked to hear about it that oracle is a database and you cannot create your own database in it. But as per my knowledge we can create database i read it but never try it. He comfused me alot Please tell me what is orcale actualy a database or a server like Sql server in which we can create multiple databases:confused::confused::confused::confused:
