            Quite simple really, MS believe Android infringes on their royalties, so shake down all the smaller Android makers for their share. I don't believe its been tested in the courts yet.

                  If by "smaller Android makers" you mean everyone except Googlerolla I'll agree with you; otherwise when even Samsung has settled with Redmond your statement rather deceptive IMO. http://www.fosspatents.com/2013/04/just-like-one-week-ago-when-foxconn.html[^] (21 android royalty bearing licenses list at bottom of post.)
