If we turn down our collective charisma he will soon get bored and drift away.

By that logic, he should never have come here in the first-place :)

Maybe they are, if they didn't get the attention they want from this site, they will soon get bored. they're just attention-seeker whoever-not-be-named they are! :)

Do we even know he is using just one IP? If you are on a "normal" ADSL, then resetting the router will drop the line and reconnect with a different IP - most personal ADSL connections don't use a static IP address. If he is in a cyber cafe or a company, then her is sharing the same IP with potentially hundreds of other people, and banning the IP would ban them as well.

As far as I was able to see my router receives the same ip from the provider when I reset my router. Other than that what harm would be done if you blocked the IP of a spammer for like 24 hours?

A few years ago I was on a campaign telling everyone to ignore the trolls and they will go away. It didn't work because some people can't resist telling them how angry they are about their postings. This is just the validation they are looking for so I stopped preaching. I just watch as they keep validating the trolls and complaining that there are trolls here. Don't feed the trolls.
