Try Travelodge, there is one in Hounslow that is very cheap (35 £ / night for two people under Christmas in 2013) and literally ABOVE the Piccadilly Line. It's 4th zone so the tube ticket may be a bit expensive, but the accommodation is of good quality - very nice and helpful staff.

All too true. But you can stay a little way out and commute, e.g. https://www.travelodge.co.uk/hotels/566/Woking-Central-hotel?WT.tsrc=PPC&gclid=CLGclcSIx8gCFasEwwodf3wPtw[^], right outside the station and 20 minutes fast train to Waterloo.

I don't know - there's more variety in London, so you've got more chance of finding some good ones. It's got to be better than drinking the same OK-but-not-brilliant beer all the time. :)
