Language Setting?

I feel horrible that I cannot find the answer to this myslef by searching around the computer but ... the darn thing is in German. I have a computer that is at a friends house that has been played with by a bunch of young kids that love to mess around with different settings. Well, one of them managed to switch the system language (actually it seems to be contained within Window Explorer and Internet Explorer) to German instead of English. Nobody will fess up to doing and the heck if anyone else knows how to fix it ... I have searched through all of the option menus in WE and IE, even the options available under the Control Panel. Any suggestions? I hope I am just missing an obvious section. Thanks in advance ... :-D

Of course, the items won't be called "control panel" and "regional options" anymore, so finding them in German is left as an exercise for the reader.
