Is CP starting to spam???

It's something about a journal, for about 179$ a year or sth., if it's spoofed, then I apreciate, so if not, it is just a question, cause it has almost the look of CP and it's mostly programming related...

I received that email today too, the last one I got was about a month ago... I dont really mind, at least they are programming related.
