Personal database app that works on IoS & Windows/Android/Linux?

SWMBO asked for a database with forms for keeping track of some of her stuff. Nothing she could find quite fit what she needed, so she asked if I could do something like that. Her needs are really simple -- a few text entry fields and an attached image. What I'm looking for is some sort of personal database that allows me to design the data entry and access forms. She needs it on her iPhone, but I'm not going to be able to use hers to do development, and I'm not going to buy an iDevice just to make it happen, so I'm looking for one I can do the authoring from Android, Windows, or even Linux, and then deploy it to her iPhone. I looked, but couldn't find anything crossplatform like that. Anybody know of such a beast?
We can program with only 1's, but if all you've got are zeros, you've got nothing.

This question will lead you to years of resentment of the entire Computing (non)Community. You are at the edge of the rabbit-hole with one foot hovering over. Turn back!!!! Shorter Answer It ain't gonna happen. :) Edit I came back to say one thing... When the others entice you with Xamarin. Don't believe it. When they say, "All you gotta do is...". That is your cue to start running and don't look back. You could maybe do this as a web app. If you have a site and you host it there, it is your best bet. Seriously. Good luck. :)

Sorry, but you can't build anything for the iPhone without a Mac. It's the law. (Apple's law)
