Are there any stationary chairs (no wheels) that offer reclining or tilting capabilities?

Yes, but they're mostly found either in spacecraft, or in the La-Z-Boy section of a furniture store...

Get a standard desk chair, and pull the wheels off - they only slot in anyway.

Bad command or file name. Bad, bad command! Sit! Stay! Staaaay... AntiTwitter: @DalekDave is now a follower!

          You could give [^these](https://www.thestripescompany.com/shop/Deckchair-with-Deckchair-Cover/Soccer) a try.. :)

Now is it bad enough that you let somebody else kick your butts without you trying to do it to each other? Now if we're all talking about the same man, and I think we are... it appears he's got a rather growing collection of our bikes.

Yes I have seen such chairs, in conference rooms, with a rather slight but comfortable tilt.

If you do that, make sure you replace them with glides of some sort (ex cheapest on Amazon[^]); the wheel base isn't designed for contact with the floor and risks scratching the crap out of it even if it's tall enough to keep the cylinder from touching down.

Haven't seen you for a while. How are you doing?

What do you get when you cross a joke with a rhetorical question? The metaphorical solid rear-end expulsions have impacted the metaphorical motorized bladed rotating air movement mechanism. Do questions with multiple question marks annoy you???

I once had a boss who had an inch taken off the back legs and an inch and a half taken off the front legs of some new chairs for guests/targets of his office. It's a difficult cut to get perfect...although he claimed just a slight wobble was not only acceptable, but desired.

I think you're better off getting a regular office chair (more variety and better prices) and a small rug[^] (not chair mat).  Keep the chair on the rug to prevent it from moving too much.  That's what I do at home. /ravi

If not, you could always make your own chair that fits your requirements. Chop the tree down, or forge some Iron/steel ingots, measure, cut, drill, assemble. Simples.

My living room has three rocker/recliners that swivel. Couch, two reclining seats on its left and right ends (a very functional room for social interaction). Not exactly a chair, but, since you don't want wheel, maybe the bulk isn't a problem. These were gotten at "Bob's Furniture" if you have such in your area. <EDIT> An inadvertent option is to get a chair with wheels and let salt water from a flood corrode the bearings. It then, like mine, will no longer roll. </EDIT>
