If I could only choose out of those two then CuteFTP. However I use Filezilla. It is open source and totally free and works like a bomb. I used to be a fan of CuteFTP but then gave FZ a chance, it has proven to be a lot better. The latest version is also a good step up.

FTP Voyager is great. Problem is I haven't upgraded in three years and the old version doesn't work quite right in XP.
