No, the idea was that in order to form a capable militia, or to otherwise defend the Constitution, the people had the right to keep and bear arms. If the government is in charge of keeping the weapons, there are many vehicles that could be employed by the government, both inane and devious, with which to inhibit the arming of the people. To avoid this, the 2nd specifically says the people have the right to keep and bear. Even the SCOTUS has recognized that. Y'all can't win this argument.

Maybe he wants to put the well regulated in the "well regulated militia". What is well regulated anyway? It could be anything, per example mandating all firearms to be replaced with bubble guns.
It is and always has been the National Guards. Like the electoral college, this was set up to maintain influence by the states over the federal government.
