Azure DevOps Setup

I recall the simplicity with using Microsoft SourceSafe to manage code, but that's been outdated. Microsoft now offers Azure DevOps to manage code, but I'm having a hard time understanding this setup. We imported the code by creating different 'projects' for each client, and then created new repositories for the different projects we've worked on for each client. Does this seem like a typical way of organizing our projects? What if I'm looking to create a new project for one our existing clients? From the dashboard, click into the client, go to Repos, the click to add new branch? This doesn't seem right :~

We are using Visual Studio Team Foundation Server. LOL! I've just found out that it was renamed to Azure DevOps! :~
