Easy, control of the information flow is power. With a customized internet is much easier to censure what the government doesn't like

..then they'd only need a big firewall such as China has. Having a national internet that still works if the rest goes down is strategic move to be less dependant, similar to the way they didn't like to be dependant on SWIFT.
