          I am not sure why they want to do that... are they out of IP addresses and dont want to switch to IPv6?? LOL

            Easy, control of the information flow is power. With a customized internet is much easier to censure what the government doesn't like

                  ..then they'd only need a big firewall such as China has. Having a national internet that still works if the rest goes down is strategic move to be less dependant, similar to the way they didn't like to be dependant on SWIFT.
