Like the new banner on posting to Lounge

This will be MUCH clearer for people who post programming questions in the Lounge. It's about time. When you click on New Discussion there is bold and red text that reads,

I can't see it yet. Correction: I can now see it, after clicking in the link "posting guidelines" on the right side. Tried it again... it is not visible by default (at least not for me in FireFox)

You can make it visible if you click in "posting guidelines" in the right side. Clicking in the question mark, makes it disappear
