They may have to: a wafer with no "failed areas" is a rarity - so I'd be surprised if they don't lose a few cores from each.

I'd be happy with 400.000 cores. Needless to say, they not available, and thus not economically viable. May exist in a lab, but won't exist any time soon in a normal PC.
