There are only two ideas in Modern UI (&/or Web) Design, see the image[^]. Do you like Modern Web Design or Classic? Here's the difference[^]. I created these memes and they are my contributions to the ongoing UI Design discussion. They show you why the UX is so irritating, agitating, annoying and other synonyms. Uh, and yes, CP Main-Page, I'm looking (scrolling) at you!

Yeah, who's offended by scroll bars, even the fat ones?

Both are so true. I hate the wasted screen space inherit in modern UIs. I can understand no scroll bars on a smart phone, but not on a 1920x1200 monitor.

I know very little about CSS but I do know that designers can tell 1) what your device is 2) what your screen size is And more.Look at how Media Queries are defined (for just this purpose):

          Media queries - Wikipedia[^]

Media queries is a feature of CSS 3 allowing content rendering to adapt to different conditions such as screen resolution (e.g. mobile and desktop screen size). It became a W3C recommended standard in June 2012,[1] and is a cornerstone technology of responsive web design (RWD).

And, that is ancient technology. But no, the designers just design everything to a phone and forget about the rest. Annoying.
