Character encodings

A discussion with friends led me to make a short list of extremely long lists :-) like the list of command line options for the gcc compiler, and the champion: The full list of ffmpeg options. But wasn't there some character set converter that could handle a huge number of different character codeset identifiers - many of which I had never heard of before? I have tried all the search terms I can think of, but I am failing to find the name of the converter and/or the list of codeset identifiers. Can anyone help me find it? (I am quite sure that I saw it at CP, and I believe the last half year or so, but it could have been more. I thought it was in the November discussion of ffmpeg options, but I don't see it there today!)
