That is a very interesting question. What response can you give to the use of weapons of mass destruction against a civilian population? In the cold war, the answer was simple. Russian nuked the US, the US nuked the Russians. Against terrorist groups, you are rather stuck for options. The US has probably done all it can in Afghanistan.
