Configuration Error - message

I get this message sometimes when I compile and run a ASP.NET application.
Configuration Error Description: An error occurred during the processing of a configuration file required to service this request. Please review the specific error details below and modify your configuration file appropriately. Parser Error Message: Access is denied: 'eWorld.UI'.Here, eWorld.UI is reference to a 'user control' that I downloaded from some site. The application works fine most of the times. Sometimes this problem comes in the first page itself. I have no other option than to reboot the PC and then continue. This is a painful process of waiting for long time for the PC to reboot. Anyone knows a better fix or a solution for this problem??? Please help :((:((:(( There is nothing new under the sun,
