A SourceSafe database is just files on the server, in the Data subdirectory. Back those up, and you have what you want.

If you want to do a backup you can use SSARC. You should be aware that the backup can become useless if people are working with the same sourcesafe database while the backup is running. http://support.microsoft.com/default.aspx?scid=kb;EN-US;172157 ssarc is available in the win32 folder under you visual sourcesafe install folder.
