Hard data about debugging

Hello, I need to get my manager into spending some $$$ and developer time in debugging tools, because we don´t have any, and even some developer´s machines have their installations so trashed that integrated debugging isn´t functioning. So, i need some hard data about cost-savings, enhanced productivity, etc. of debugging tools. I searched for papers but i couldn´t find something good, mostly brochures.
