If you are looking to ask a specific question about implimentation, use the forum at Opengl.org that was mentioned above. If you are looking at learning, go to Nehe above. Although Nehe does not show everything on every program, if you start at the beginning and move up, it is the best for showing the major highlights of necessary code (plus all code for each is available). There are some other tutorials that could be be considered better for a beginner, though none on the scale when you compare all the lessons together. Usually OpenGL questions get answered in the Visual C/C++ forum section when me or one of the other OpenGL programmers happens to view it that day.
