                  I suspect this is a tough crowd for Little Britain jokes. You can buy it on DVD in the US, but I doubt it's on the telly. I've taught my son to say 'I want that one'. Because he's just like that. He wants the first thing he sees and soon rejects it.

                    It is a reference to the comedy show Little Britain. One character refuses to make any descision until she consults the computer. Even questions like "Would you like to attend so-and-sos leaving do on Friday evening?". She'll go through a series of questions and then give an answer which is "Computer says no." Then she coughs on the person who asked her the original question.
