Can someone show me how to read out the contents of a (Belgian) e-Id Card by a web page ? I would like to create a website where accounts can be created by entering a e-Id card and pressing 'New account'. The system would automatically fill in the web-form. Thx in advance.

This is a programming question, as far as I can see, which means it doesn't belong in the lounge. It is quite esoteric, and the answer has to be that you need access to a web service which takes the number off a card, and gets back all the info, assuming that is what you mean. If you mean for people to scan a card, then hardware is required to do that, but the scan is still going to translate into a string that needs to be used to look up the info in question. One would hope that if such a web service exists, it would not be trivial to get access to it, unless the information it provides is quite rudimentary.
