Nobody is stopping you. You can certainly create an application in VB.Net and sell it.:)

Why would anyone stop you ? Even if you use the free versions, your code is your intellectual property and you can sell it if you like.

1. You have to develop the software yourself . 2) All Components and Design must be your creativity . 3) All third party components used must have enough permission from the owner. that's it for you, hope you make a good selling out of it.
