Not legally, no. The people selling OEM software on the web, are generally pirates, usually they say OEM, but their software is completely ripped off.

Christian Graus - Microsoft MVP - C++ "I am working on a project that will convert a FORTRAN code to corresponding C++ code.I am not aware of FORTRAN syntax" ( spotted in the C++/CLI forum )

Actually, some could be legit, but the software is supposed to be sold only with a substaintal hardware purchase IIRC. But alone, yes, not legal as far as I know.

A lot of major online stores do sell legit OEM/system builder copies. At most they enforce the 'sold with hardware' requirement by requiring you to buy a $.99 Molex Y splitter or the like, although they'll be happy to sell you the rest of your system parts as well..

Depends. If they're OEM copies that came from a major retail brands machines they're probably locked to the machine they came from and won't install anywhere else. OEM/System builder licences are targeted at DIY computer builders and small vendors. They can be installed anywhere although you'll probably have to play WGA phone games if you end up replacing major system components since they're only licensed to be installed on a single machine ever.
