Is this related to the command 'Open' or 'Explore' (popup menu if right mouse click) of explorer?

Yes, because the default action is 'Open' and not 'Explore'

to modify this setting to explore everytime:

            \* Open My Computer window.
\* Click Tools, Folder Options, then click File Types.
\* From the list, locate the entry FOLDER with extension of (NONE).
\* Click Advanced, select Explore, then Set Default
\* Click OK and close the dialog.

Open My Computer Tools -> Folder Options -> Browse Folders Box -> Open each folder in the same window (radio button)
