Windows Vista Ultimate and MUI

Hi All, I'm planning to buy a Dell XPS from Japan. They've no option to give English OS. They will provide Windows Vista Ultimate Japanese version. Is it possible to Install English MUI and use it as English OS?

As far as I know, yes. But it would be much easier, and probably better to do a fresh English install.
