Where are the rules ?

I remember, that some where on the CP, information about "Regular" , "Poster", etc.. users were available. With this I mean to say that, it showed for how many messages the user is called a Poster and for how many he/she is called a Regular user. But today I thought of having a look at it and was unable to find it. This might be because I have forgot the navigation path. Or was it due to the "Upgrade" ? Would anyone point me to the link ? Thanks !
