I am planning to register a site (like www.longsitename.com) which will provide pop email accounts. Can i have a short email alias like 'mail@short.com' from it. If it is not possible is there any other way to do it (add on package).

Depends on your setup and mail program, but normally the answer is yes. You need to register or have access to both longsitename.com and short.com, so why don't you use just short.com?

You are planning to register a DOMAIN, which only gives you rights for that DOMAIN. This means, if you register testing.com, and you want an email-address john@test.com, you will have to register the second domain as well. Usually, you'd register the short domain first (having your mail-accounts set up there) and then buy an additional domain, which would just forward to the short domain, in a way that you can use them alternatively. Be careful, though: People won't be able to derive your mail address from the domain-name anymore. Make sure that mail to webmaster@longname.com, info@, mail@, abuse@, postmaster@ gets forwarded to the short names corresponding addresses.

I believe you can direct the short name to the long name when you do the setup. Whoever you host with should be able to help you.

You need to own the short name and the long name domains so there is no real point, just register a short name instead. If you register both and try to forward all mail through the short name to the long name domain you are relaying mail and some (many) (most) modern email systems will look on that with a great deal of suspicion and you will have to do a lot of extra configuration to not get your shortname emails simply dropped for being relayed and or blacklisted.
