Sounds like me. Even though we have two full-time and one part-time graphic artists on staff, I'm not allowed to use them to draw icons and button bitmaps. Then people bitch that our button images aren't all huggy-kissy-smooth-warm-fuzzy-full-of-alpha-blended goodness :|.

Heh, yeah... We can usually get images or models from product engineers fairly quickly, so there are plenty of those. I'll either use them directly, or use them as a reference to draw smaller icons. The last "professional" work we had done was, i think, the splash screen.

Of course the vs2008 icon library, but there is also a wealth of dll's in the windows system 32 directory that have bunches of icons in them. These icons can be extrated by many gif image editors "and made your own" :)

But then you have to prepare for reverse-engineering, copyright violations, etc.

This I am not sure about. These are windows os icons. Used in OS utilities, they look good in win32 apps since same icons as OS. Perhaps someone else can speak to copyright issues?
