Being a citizen of the U.S. with full voting rights I can safely say "we". Bush may have used the word "crusade" to describe the GWoT, but that is a common English word. "A grand concerted effort toward some purportedly worthy cause." I don't know if English is your native tongue, but American English has many many words with dual meanings.
