The USA and Canada have not yet renounced democracy for despotism, happy-faced or otherwise, and the "citizens" are actually citizens. Whether the majority of the citizens of the USA and Canada are resigned, docile, and 'childlike', you are in a better position to say than I. Childlike Innocent, trusting, simple, naive, credulous, artless, ingenuous, guileless, unfeigned, trustful. It really does depend on the child. :)
