I am in favour of policies to reduce greenhouse gas emissions, but I don't see that that requires significant monitoring of households beyond what is already taking place (e.g., electricity companies already know how much electricity you use, and bill you accordingly; with carbon trading, the price of electricity will go up and so you'll pay more).
