Photo effects(Watercolor,comic, oilpainting)

Hi, I am implementing c#.net application. Where since form last week i am facing problem with photo effects. My requirement is, i am capturing photos using web cam then captured photos can be modified like they can change the effects like (photo shop Filter options) watercolor, oil painting, comic,Soft focus, Sketch and etc. Now i need to apply those effects to the photos can any one please suggest me how i can solve this problem. This is a complex task, and requires a lot of work. I'd say, forget it. If you don't know how to start, your best bet is to buy a library, you're not going to be able to write this.

There is a free .NET framework you can use for imaging and many other things called AForge.NET Here's a link ;) http://code.google.com/p/aforge/[^]
