Windows Unknown Publisher Message

Does anyone know what exactly causes the Unknown Publisher message? I have a bunch of standalone apps written in various languages. The applications present no message in XP. In Windows 7, only some of them present the message. They are all in house apps, and to my knowledge, none of them are signed.

The message only shows if the executable file came from another computer either through the LAN or the Internet. You can turn off the message on a file-by-file basis if you choose "Properties" and "unblock file."

Ok. Thank makes sense since I'm copying files from an XP machine to a Windows 7 VM for testing. What I don't understand is, why is it just select files and not all files throwing the message?

If two files were both copied from the LAN, and only one is showing the message, I can't explain that. :-O
