Creating website in VS2008 connecting to iis7 in windows server 2008R2

Hi Guys, we have recently upgraded our development environment to windows server 2008R2 which includes IIS 7 now the developers cannot create or open asp.net website using visual studio from there pc. they are getting this error
Unable to create website 'http://dev-server/website'. The web server does not appear to have Front Page server extentions installed
we have searched the net and found that they are saying for windows 2008R2 WebDav is replaced FPSE and if we tried to install FPSE in windows 2008 we will get alot of errors (I have already installed it. it is showing the installation process but the finish screen did not show up!) so, we try the webDAV and configure, but none of the developers happy with this setup. they want like before (FPSE) i tried to create new website using vs2008 in the same server. it works fine without any problem. so we are getting the problem only if we try from the client pc. i have done all the security/permission issues allowed full control to everyone and iis_iusers does anyone knows what is the problem?
