                  its an ekranoplans sometimes called Caspian Sea monsters - a series of huge ground effect aircraft built by the soviets, they flew fast a few feet about the ground but fell out favour with the powers that held the purse strings http://www.theregister.co.uk/2006/09/22/caspian_sea_monster/[^]
